WEll, both of you I guess. xD It's not that expensive, depends where you get your stuff from. I found out recently that making things from scratch is almost (and sometimes) more expensive as buying finished costumes. If you go to second hand stores, re-make clothes and find stuff at fleemarkeds you can make costumes very cheap!
